As I continue to read through Bill C-10 - "An Act to amend the Broadcasting Act and to make related and consequential amendments to other Acts," there is one very concerning question that arises. That question is:

If government is replacing section 3 (1) (a) which states:

"Declaration
3 (1) It is hereby declared as the broadcasting policy for Canada that
(a) the Canadian broadcasting system shall be effectively owned and controlled by Canadians;"

and replaces it with:

"3(1)(a) of the Act is replaced by the following:
(a) each broadcasting undertaking shall contribute to the implementation of the objectives of the broadcasting policy set out in this subsection in a manner that is appropriate in consideration of the nature of the services provided by the undertaking;"

The question is - who or what now is the owner and controller of the Canadian broadcasting system?

From what I understand the "ownership' and "control" is not under and/or with Canadians so who or what actually has said "ownership" and "control" if not the people of Canada?

For greater clarification on this:

"broadcasting" means any transmission of programs — regardless of whether the transmission is scheduled or on demand or whether the programs are encrypted or not — by radio waves or other means of telecommunication for reception by the public by means of broadcasting receiving apparatus, but does not include any such transmission of programs that is made solely for performance or display in a public place; Bill C-10
SYSTEM – 1. Orderly combination or arrangement, as of parts or elements, into a whole; specifically, such combination according to some rational principle; any methodical arrangement of parts. 4. The connection or manner of connection of parts collectively so related; a whole as made up of constitutive parts: a railroad system. That is for you and your elected officials to decide...

On a personal note this is very concerning, as is the inclusion and consistent use of the word "person" in this Bill...more to follow in the coming days...
